Adult cardholders with a valid Orange County Library System resident, property Owner, or fee card in good standing who do not have access to the internet where they reside and need this service to meet their educational needs. If you do not have a library card, you can apply online or in person at one of our locations. Hotspots are limited to one per cardholder.
